What about veterans of previous wars like the Gulf War or Vietnam? Also to be considered is the cost of keeping a pet once out of the shelter. The cost of pet food, litter, and vet bills can be quite high. Should this be free too?

What people would pay the bills? It's a good idea if you can make it happen, but someone will have to come up with the money and the shelters won't be able to afford it. What ideas do you have for funding this idea?
