Sometimes I am driving late at night and wonder if the car pool lanes become "regular lanes" at, say, midnight. Or if they are always car pool lanes. For instance on the 14 freeway there are signs that say the car pool lane only is in effect during the morning rush hour. Has anyone ever taken the chance? Gotten busted?

No. the Ca-14 (as you pointed out) is the only exception.

The only time the carpool lane is used as a normal traffic lane is if there is an accident and the police are directing you into that lane to pass.

There are no sign's posted that state carpool lanes turn into normal lanes like some other states have. Therefore, LA carpool lanes are the same all the time. For people with 2+ riders or Hybrid car with the yellow OK sticker on the back right bumper and back right side of the car.

"A carpool lane is a special freeway lane only for buses and/or carpools. You may use a carpool lane or onramp if your vehicle carries the minimum number of people required for the carpool lane or you drive a low-emission vehicle displaying a special DMV-issued decal. Motorcycle riders may use designated carpool lanes, unless otherwise posted."

Most LA Carpool lanes don't turn into regular lanes during the off-peak hours, except for the 14 freeway. The carpool lane on the 14 freeway is open to everybody during the off-peak hours. Every county or city defines peak hour differently. It depends on the cars loading the streets network. But the general peak hour these day in Los Angeles is 6-9 in the morning and 4-7 at night.

Another fact is that in the Bay Area most of there carpool lane is open to everybody during the off-peak hour. In Orange County, there has been talk to allow everybody to use the carpool lanes during the off-peak hour as well.

Car pool lanes remain just that unless posted otherwise. I know quite a few people who have been busted, the CHP just love to give that particular ticket. Don't do it, the fine is about $450.

Nerer! You will understand when you get the ticket from the CHP for sereral hundred dollars.
