Generally non-violent, low dollar and victimless, like gambling, speeding or prostitution.
Others may consider vandalism and shoplifting minor, but there is an identifiable victim there, and the cost can be high.

It is any crime that is not classified as a major crime. Minor crimes usually consist of a public wrong such as public intoxication, simple assault, fighting in public, speeding, etc....... A major crime are those crimes that are considered felonies such as rape, murder, assault with a deadly weapon, shooting with intent to kill, trafficking in illegal narcotics, child abuse, etc.........
