Interesting question. Years ago during war time, if a man did not enlist, he was considered a coward and was sent feathers by those who knew him. Essentially, he was ostracized by his peers. However, that scenario is doubtful in this case. When I see an interesting tattoo on someone, I usually comment on it. The conversation often leads to a discussion of the reason for the tattoo or it symbolism to them. A feather is synonymous with the soul: let your soul rise to meet your goals in this lifetime.

Anything they want. It will depend on the person actually. If, they are of Indian decent, it may be a Tribal Symbol. Some may see it as a Favorite Bird.
I have a Flaming Heart on my Chest over my heart. I am a guy and the heart have a guy's name. To someone that not know, they may think I am gay. But, many know I am not gay and know it my son's name whom I love and this my way of him being with me. When people ask about the heart, I can open my Bragg Bag and them them about my son.

Flight, freedom, grace, being at peace with one's life, birds, rest, falling into thin air, a new journey in someone's life? I dunno, that's all I can think of.
