You don't say what form this behavior is taking.
A strong fence, locks and security lights would be a first step. (You can get motion sensors for the security lights so that they only come on when somebody is trespassing.)
Then you need to be able to document what you say they are doing. You can buy security cameras that take work in conjunction with the lights if the problems are happening at night or that run continually on a loop for the daytime. If nothing untoward happens, the camera records over the previous recordings. If vandalism does occur, you can remove the tape and install a new one.
Once you have photographic proof of the problem, then the police or sheriff will have to accept your complaint. Failing that you can get a restraining order. Then if you have proof from your trusty cameras that they violated the restraining order, they can be fined or locked up depending how flagrant the problem is.
It means you are going to have to invest some money and effort to protect yourselves and no doubt you will have to suffer more of whatever the problem is before it gets better. But if you seriously want to stop the harassment, you will have to take pro-active steps.

Robert Frost said fences make good neighbors. Put up a 6-8 foot fence between your properties. Make it solid so they can not look thru it. Cinder block would be best as it cuts the sound and they can not set fire to it. Then stay on your side of the fence.
If you have any third party witnesses to their actions, you can ask if they would testify and you can get a restraining order that your neighbor is to stay off your property and not even talk to you. Make sure you let the judge know you are fear these people. Get a gun, learn how to use it.
Then stay quietly on your side. Often these people get off on getting attention, even if it is negative attention. If they ever come over the fence into your back yard, deal with it properly and call the cops.

Build a sturdy fence to regulation height along the edge of your property and keep your stuff locked up. Use a fencing product that can't easily be damaged.
Your haven't detailed the type of behaviour you are dealing with & if any of it is in contradiction to local bylaws or is illegal you do have a standing with the law. If the police won't do anything then hire a lawyer.

Believe me, where ever you go there are always annoying people at different levels.In your office I am sure there is one,in school of your children,in grocery stores or even in the church where all members are supposed to be christians.
I didn't do anything to my hateful,violent neighbor but PRAY for them.I prayed hard because there was a time when they broke the windows and glass of our car and a lot more.
You cannot do anything because they did that at your back..
After some time,they were the once who moved out.And after few more years he got badly sick and was gone.
God look upon His people.If you continue to trust Him,He will care,love and protect you..

Defend yourself, with a pistol if necessary. If they are trespassing on your land set small traps that look natural and therefor cannot be proved to be deliberate on your part, just remember where all the little sharp sticks are...

Well, what exactly are they doing? Are they stealing things from you, damaging your property, what?
I would invest in a fence, and ALOT of prickly bushes to thier side of the house.

tell them to saty away or you will file charges. Lock up everything. They must be addicts or drunks. Tell them too stay on their property and you will stay on yours.
