Q2. Was Jesus concerned with law and order? Did he have any teachings to support a practical approach to law and order?

Sorry, I did some reading on your question. Though the Bible obviously deals with law and order issues, particularly the Old Testament I do not think it plays a role today in society in that area.
Law and order in todays world is Ceasers...and we leave to Ceaser what is his...in other words, its governmental. I see the law used as revenge (ie: death penalty or life in prison) but I think that is a knee slap reaction and most people simply want fair justice when a major crime is committed.
In the Old Testament I think we see a Moses who is suddenly in charge of many tribes of people, not all even Isrealites or Hebrews. He must not only think of their spiritual well being but also of their health. Literally he is head of a society and people are looking to him for order and for answers. This is why I believe there is so much focus on law in the Old Testament.

Between "Judge not...", "Turn the other cheek", and the parable of the tares, it is obvious Jesus did not encourage his followers to take on any position of authority over others in a secular world.
Jesus was teaching a group of people who were occupied, helpless beneath the feet of their conquerors. His teachings were to give them hope for a better afterlife than the life they were living, and to help them regulate their own affairs without the need for legal authority: through love.
What "christians" have done is to ignore this doctrine. They have no faith in this doctrine to lead a country and retain control of it.

Ahh, you do know that the Bible tells us that we must obey the legal government?
Jesus says that we are to render unto Ceasar what belongs to Ceasar, and to God what belongs to God.
Please, do not misinterpret Jesus' teaching to mean that Christians are supposed to be doormats...we are told to resist the devil, the armor of God includes a sword, and Jesus did mention that the time had come that a man who had no sword should sell his coat if necessary and buy one.
Let the Holy Spirit teach you to "rightly divide the word of truth"...

It all comes down to not taking matters into your own hands, but handing the job of avenging justice over to God (who happens to be better at it than any one, or any group of mankind). To Soulful Kris: The Scriptures are never wrong -- even though your interpretation of them may be!

Jesus' teaching on turning the other cheek means to ignore someone who provoke you so as to avoid doing anything wrong.
Jesus also teaches us to be wise as serpents and harmless as doves.
Ask God to give you wisdom to deal with any situation.
