how can i take a list of 10,000 phone numbers that has the same info 2 to 3 times and remove all duplicate #s?

Cut and paste the numbers into an excel spreadsheet and then add a filter so that you can sort them and when you sort all the same numbers will be grouped together and you can delete all but one of each number that are duplicated.

You can press Ctrl and F at the same time and then search for phone numbers that you already have and delete the duplicate.
