The actual bulb is virtually the same it is the mount that is different.
The H-4 mount has a large flage ahd uses a spring retainer to hold it into the headlamp.
The 9004 has a smaller flange and uses a plastic retainer ring.

three exposed terminals H-4 with round metal base or plastic covered terminals and O ring weather sealed connector on 9000 series bulb capsule types. Either type work just fine and either can be made to work with pig tails added to your cars wiring. Most modern cars have the 9000 series bulbs

The wiring is different. On the 9007 the ground is in the middle. On the 9004 the ground is on the left.
