If your father is acting like this, at some point, he will be held accountable, and the longer it goes on, the harder it will be for him.
If the bishop knows what's going on, and does nothing about it, he, too, is accountable. Of course, there is the possibility that the bishop knows but can't really do anything, because unless there is more than just your word against his, or until he confesses, the bishop can't do much.

Generally, we are good people trying to live the commandments. It is wrong, if your father is treating you this way. He will one day be held accountable for his actions, but hopefully, he will be able to change in this life and learn to treat you better. The church is about change and repentance through the atonement of Christ. There may always be people that can put up a good front for others. Our job, however, is not to judge them, but to help them to repent, to love them, to forgive them and lead them to the Savior.
Try praying to God to know how to deal with this situation and continue to counsel with the bishop or the missionaries. I would never defend someone who is verbally or emotionally abusive. I would urge you to be patient and to try to understand that your father is not perfect. Bad behaviors like the ones you described are unfortunately often learned in the home and take years to overcome.

If the Bishop could make anyone follow his counsel, it would be great, but unfortunately, most do not listen.
Mormons are not all perfect, but to judge all mormons by your father's standard is not accurate.
How would you want to be helped? Did you talk with the Bishop, would you willing to follow the Bishop's counsel?

I'm sorry you have had some bad experiences with your father. Please don't judge the Church and its teachings by the mistakes your father has made. He certainly didn't learn those things at church. Just because someone joins a church doesn't mean that they live by all that the church teaches.

Do I believe someday that mormons are good people? I think this presupposes they aren't any good now. That's probably questionable.
