First off, don't blame God for what you have done..BLAME YOURSELF! Just because there is evil in the world doesn't mean there is no God. (While "evil" has a flexible definition for most people, they would have a hard time justifying what you did as not being evil).
Perhaps we should ask a slightly different question: If I believe in God, why did I do the things I have done? The justification for a person's actions shouldn't rest with some supernatural being, but with the motivations and intentions of the individual. Case in point Osama:
1. God says feed the hungry. You use your massive (inherited) wealth to purchase bombs and guns to kill others.
2. God says to love one another as I have loved you. You hide in a cave plotting the death of people you have never even met, all in a twisted attempt to make God happy.
3. God says "Thou shalt not kill". This one's a slam-dunk.
While God's wishes are taken from the books of the Judeo-Christian tradition (sorry, I haven't memorized the Koran), it seems to me that they are pretty applicable.

If you mean how could an "animal" like Bin Laden be allowed to exist if there really is a god then you don't really get god. I wouldn't accept either: "If there is an Allah, how can Bush exist" All people willing to kill other people or to inspire others to kill are spiritual losers. George Bin Laden and Osama Bush serve precisely the same purpose.
And, yeah, gotta wonda if the world would be a better place if horrible people like that didn't exist.
