On the dashboard of my Ford Explorer there are 2 lights that won't turn off that I don't know what they mean. If anyone can help, one symbol is a circle with the letters "ABS" on the inside. The other light appears to be a side view of someone in a seat belt with like a circle sun looking light to add to it. If anyone knows what these lights are, it would help me out a lot.

Here is the (free, downloadable) owners manual for your 99 Explorer:

The ABS light is a warning light that refers to your Anti-loc Braking System & is discussed on page 8

on page 7 is the symbol that you describe- it is your airbag light & should be looked at ASAP by a qualified tech.

BOTH of these are safety related warning lights & should not be ignored !
Please take your vehicle to the professionals at your local Ford service center.
