There are generally no sanctions for not using an issued visa - plans and circumstances change all the time. You will simply need to apply for a new visa. Although it reflects well on you that you were already issued a visa, you will be assessed on your existing circumstances when you next apply. If your unused visa is still valid at the time of application for a new visa, the existing visa will be canceled.

Not using a Japanese visa will require a good reason for a new application which must be meritorious before a new one will be granted.
