You will need some significant improvement, but it is possible. Your current times might get lukewarm interest from an NAIA school or Division III. But if they improve - down to mid-10's 100, 21ish 200, sub 50 400, you might be get some Division 1 interest.
It's kind of unusual for sprinters and long/triple jumpers to do cross country as well - most XC runners run the 800 or more. But if your endurance works for both, it could be a mix that a university might jump at.
I know someone who went to Iowa from my high school on a track scholarship - probably a piece of a scholarship, as few athletes get full rides for track alone. He was state champ in the 300 hurdles, placed twice in the 100 - 10.6 & 10.7 - and regularly ran splits on the 1600 relay under 50 seconds.

your 400 time is exactly the same as mine and i am a freshman to. i don't run the 100 or 200 but have ran the 800 in 2:06 and the mile in 4:44. i think that if you work hard you can get a scholarship. but i think your probably going to have to hit a mark of somewhere around 47 for your 400 time

It all kind of depends on where you live whether or not you'll get a scholarship. Around here (Minnesota) those times wouldn't get you a scholarship, but luckily you have 3 more years to work on your times. I would say to get a decent scholarship you had to be running times such as:
100- 10 point something
200- low 22's/high 21's
400- 49's or 48's
long jump-22-24 feet

Track scholarships are not easy to come by, at least not
good ones, and are very competitive. These are decent times for a frosh/soph. Realistically, you'd have to shave off quite a bit of time to be considered. But, time is on your side. You'll know if you're a candidate around your Jr. year.

You may be able to get a scholarship to a smaller school. Your long jump is great. And your 5k is pretty good. Don't think you could for your sprints. At my school there are people younger than you who have better sprint times.

I've been to millions of meets(including a junior olympics). Your times are pretty good! You might consider running, you can forget long jumpping! Maybe try triple jumpping, my cousin switched over to that from long jumpping and hes great!! GOOD LUCK!
