The 25 car "won" a race last year with Brian Vickers driving .So the car and driver quailifys.
Mears in the 25 and Vickers in the 83.

Correction: the #25 car was a winner last year, so therefore Casey Mears is elligible, like Vickers would also be in the race because he was the driver.

Sure is. The 25 car won a race last year he is currently in 11th place.
For the record, owner points had nothing to do with the car and Mears being in the race.

The #25 car won last year when Brian Vickers took out his own team mate Jimmy J and MY Dale Jr in the final lap!!!
