No. Those exterior fire escapes were add-on fixes to bring old buildings up to code for occupation after several spectacular and deadly fires at the turn of the last century. New buildings have fire escape provision built in now, although you might find some modern eccentric designer who put on external stairs to make some sort of 'statement'.

I think they are not required if the building has a sprinkler system.
