My translation

The growth of San Miguel was slow, because still they were very isolated; their only neighbors were of the town of Isla Mujeres, but meanwhile the settlers were looking for best land and thus organizing their new life on this island. The first mestizos settlers took control of the best earth, nearest the port and head (cabecera ) of the island and they distributed the parcels according to the Decree that would go (desde-from, since) 10 to 200. The last group, the one of the poor Maya were relegated to a place known as El Cedral and there they were able to organize subsistence and form a peripheral society to the one in San Miguel.

Some suggestions (in capital letters):

The growth of San Miguel was slow, because they were STILL very isolated; their only neighbors were THE INHABITANTS OF THE TOWN OF THE Isla Mujeres, but WHILE the settlers were looking for THE best landS and thus organizing their new life on this island, the first MESTIZO settlers took control of the best LANDS, THE ONES THAT WERE THE nearest TO the port and THE TOP of the island and they distributed the parcels AMONG THEMSELVES according to the Decree. THE PARCELS RANGED IN SIZE FROM 10 TO 200 HECTARES. The last group, THAT OF the poor Maya, were relegated to a place known as El Cedral and there they were able to organize THEMSELVES FOR SURVIVAL and TO FORM a peripheral society to the one in San Miguel.
