How do I get people to sign up for our referral partner program for a company?

Hello how would I get people sign up for our referral partner for our company we need referral partners but we don't how to get them how would we do that? We offer great benefits of long as they sign a short-term commitment with our company they keep 10% to 20% profit for each referral that they send us plus they get for the top five referrals cash bonuses plus for the top 3 get to go on a trip with the Board of Directors every three months but nobody has signed up how would I get them to sign up and where do I look for referral partners? I really don't know a whole lot about referral partners or programs. Honestly this sounds a little like a pyramid scam.
Have tried talking to friends/relatives, posting a blog entry about it, or making a webpage that has detailed information about it?
