If somebody is complaining slow speed of legal proceedings in India...,or other common complains of misuse of law etc,
Is it not punishable as an offence of insulting working public servant and contempt of court?

No. You have to insult a judge in your case to be found in contempt of court. The "judge" -- is considered to be the "court".

no it is not contempt of court if u have some solid evidence. also freedom of expression is your right.
