tarsals are in the foot and metacarpals in the hand so it is not possible to have a tarsometacarpal joint

Sinobial fluid in the joints will make that cracking noise, so by deduction if it don't crack it might not be a joint. Atlantoaxial is in the back bone or vertebrae and not strictly a joint so will it crack?
