means ( I think)
To the settlers is given the right to open and work the land without paying renting for some six years, and, in addition it exempted them from contributions and Armed Forces for four years, all of this made the circumstances of the forced colonization possible.

A few suggestions and educated guesses, without knowing the context :

"To the settlers is given the right to open [break?] and work the land without paying _any rent_ for six years, and, in addition it exempted them from _taxes_ and _military conscription_ for four years. _All_ of this _to make_ the colonization possible, _in spite of the circumstances_."
