eek. thats an aweful situation. you dont want him bothering you but you dont want to hurt his feelings. ok...
(1) try to tell him that you REALLY want to be friends with him and that you hope the breakup wont hurt your friendship.
(2) maybe invite him to hang out AS FRIENDS! (make sure you stress that you want to go AS FRIENDS! this will help him understand that he is still liked as a friend and that you want him to stop bothering you)
(3) if number two doesnt work calmly tell him that you really dont want to go out with him anymore (even though you never did) and maybe tell him that you would much rather be friends and not have to worry about "impressing" each other!

Nothing says it's over like a restraining order. He sounds obsessive and after a while this behavior is going to start fights with other guys who want to talk to you and don't want him around.Tell him to BACK off.Quit being gutless.Because YOU lead him to think there could be more than firendship by GIVING IN to his begging and dating him for a MONTH YOU brought this on yourself.NEXT time tell the guy "you have NEVER been and are NOT now and NEVER WILL BE romantically intrested in him , it doesn't mean he is a bad person but you are just NOT attratced to him that way sorry'."

I think you should tell him that you are taken because he has to respect your choices. Say you may love me but I do not feel the same about you, you are a great guy but there aren't any sparks. Just tell him exactly what you wrote here! Its happened to me before, trust me!

Explain it to him like that? Sounds pretty well put.

Another idea would be to type it out as a brief note, put his name on it (To: him From: you) and write it out. I was polite, went out with you, tried it, you're nice but I'm not interested. Make 15 copies and hand him one each time you see him and then let him know you will start handing them to the people that are around you the next time he interferes with something you are doing! Pretty cool, huh?

You best apologize to him for treating him so meanly. I hate to sound negative, but you sound very selfish. It sounds like he likes you very much, and then you treat him with such disrespect! How could you? That's not right; that just... evil.

My advise: Stop being so mean to other guys.
