How many peas do you intend to unload on this person?
Frozen or canned.
You could be charged with assault & battery with a dangerous weapon.
What color will you use:
* Black pea
* Split pea
* Sugar snap pea
* Yellow pea
* Green pea
I suggest that if you choose one color like black or yellow and it is on a person of color then you might also be charged with a Hate Crime.
Get off the roof. Go watch a baseball game or a movie.

Most likely it's not illegal to "Pea" Eat peas, or grow peas on a roof top. But if you want to urinate or peeing on a roof top, you may be busted for indecent exposure. Of course it depends if you do it in a mountain home, or on a roof top of a home located in the middle of a city.

If it's individual peas, it may be more of an irritant to people than anything. But if you're throwing cans of peas, which could really hurt, I'd avise against it. Look how much trouble Hugh Grant got in when he attacked that guy with beans! I'm just going in this direction since you said "Pea" instead of "pee" if the person really deserves it, maybe just turn a garden hose on them instead.

Assuming that you meant "to pee"...Yes, it is illegal.
To urinate in public is considered a vagrancy violation or a form of vandalism or even a form of indecent exposure. But in the case you mention of urinating someone, then the act can be consider a sex offense.
You can go to jail for this act, so think about it before doing such a thing.

It might be considered lewd conduct... I guess it depends on the laws of record in your city/town or wherever you choose to commit this act.

If you mean to drop small green vegetables on someone, that might be considered assault. If you mean to urinate on someone, that will get you in trouble, what with all the concern about bodily fluids and all.

Do you have a bunch of peas you could be eating instead, or do you intend to pee/urinate? That's repulsive, find a toilet or a bush. If you really need to pee on somebody, go pee in a bucket and dump it on yourself.

It's "pee" and, no it is not legal.
It is a form of assault. And, it's urinating in public.
All bad. Don't do it. Go to the bathroom like a civilized human being. Use the toilet and flush.
