Remember, music and movies are large files. Also consider that ISP's will put a cap on people who use too much bandwidth. Consider that other things are using your connection. If youre using ANY file sharing, it is both upstream AND downstream. That uses up bandwidth. you might also already have downloaded a virus or rootkit and you might have been turned into a zombie. MANY "cool videos" contain hidden payloads. But, the first thing I would do is update both antivirus and antispyware and do a scan in safe mode. Then open IE/tools/internet options/clear cache, cookies and history. If your cache is full, its like sipping off the top of a water glass that is full, only so much off the top is skimmed off. Clear all temp files and cache on your hard drive too. Look for folders that have been added by your recently downloaded stuff. Also your router has only so much that it will pass. I would reboot your router. You can run a speed test at many web sites. Compare before you make the cahnges to after. If your still low, contact your ISP. Don't download those internet speederuppers, they are usually spyware.

Use utorrent instead.

Will depend on seeds and time of day etc, and make sure you configure correctly. Try using random ports.
