To add to what Soulful Kris said, it also depends how you define "people."

The Neanderthals were people, but there's no evidence that they engaged in wars, and no reason to suppose that they could have even if they wished to -- after all, they lived in small, widely-separated clans, with little or no contact between them, and they would have been damned busy just trying to survive.

I think what you're getting at is, Is it possible that humankind can live without war?

I'd say yes -- but only if there aren't too many of us competing for the same small pile of resources. (How many is too many? I have no idea.)

Yes, under the days of the Judges when Israel put away idolotry and followed the Living God. There were several years of rest with no war.

There will be a thousand years of peace in the Millennium.

It depends upon how you define 'war'. I'm sure it's been over 5,000 years since a 'war' has taken place.
