There is nothing in there about the populace "giving the name." Población has lots of meanings - population, people, populace, town.

I agree that this is very dense. For example, "se solicita" would be sufficient without adding "que se procure." Also, the paragraph is written in the passive voice, in order to give an account in the "historical present." The historical present is a way to express an account of past events in the present tense to give the account more appeal. For example, we do this is jokes when we say... This guy walks into a bar..." instead of "This guy walked into a bar." We know it happened in the past, but using the present makes it more moving.

In your paragraph however, since this is truly historical information, it would be less "dense" if it was just written in the past tense.
