All people are different. Some talk spontaneously, some don't like to talk unless they have no choice. I've worked with mentally retarded people and I have an aunt who is severely so. They're all different.

There are many different forms of mental retardation, so a "yes" or "no" answer isn't sufficient to this question.

Some people can control their speech, and others are so impulsive that it is beyond their control. (Autistic, or low I Q, Tourette's - in my experience)
Also just because a person learns to speak in phrases, that does not mean they know the meaning of the words.
