I mean real trash. -Broken toys-About 50 fill trash bags-1/2 R broken w/ all kinds of moldy food in them-Hugh hills of pooh from the rabbit-all kinds of broken furniture-Her dogs are always using the bathroom in my yard-she puts more trash out everyday-most of it's been O/S for more then 1 year.
We have knock on her door about 20x‘s, and she does not answer. U can hear her children yelling "Mom it's the lady who lives next door". So we know she is home, just not answering the door.
I don’t what to call children services, she seems like a good mother, just lazy with the cleaning of the outside. IDK what the I/S is like.
I have to look at it everyday, when I set on my porch, that is all I see. When I drive in and out of my drive way, roll up the windows b/c it’s bad odor. W/ the nice weather, if I open my window I pray to god that the wind don’t blow this way.
It’s totally gross.
I am Asking, what would you do, Or who would you call? Is this like a health code or something?

I would suggest doing exactly what I did. (Same situation, word for word.)
Grit your teeth, accumulate your own garbage for about a month and a half in a corner of your garage. Be absolutely certain that nothing in your garbage can be traced back to you- (junk mail with your name & address on it, reciepts, etc...) ignore the smell from your own trash and keep hoarding it.
After the first week, set your alarm clock for 1:30am or so and start contributing to the cause.
After the second week, set your clock for 4:00am or so and do it again. You'll want to take your own trash to her yard when everyone else is sleeping but do it at random times to avoid getting caught.
If you are unsatisfied with the amount you're contributing and feel that it's not enough you might consider aquiring garbage from work as well. Of course, be discreet about it and avoid telling anyone who asks what you're actually doing with it. Again, the same applies with the garbage from your work place: avoid accumulating any garbage that could be traced to your place of employment and thus to you- consider taking the trash from the bathroom. This can be particularly nasty and likely have no incriminating envelopes with name on it, etc.
Continue to do this at a rate of once a week for about a month and a half and then attend a city council meeting and complain about the neighbor.
After this, consider calling the police if they fail to take action.
You don't have to wonder if they actually did anything about it or not because it'll be recorded in the council minutes that they have to make available to the public by law.
By turning an anthill into a mountain your problem will soon be gone.

Call the health department, anonymously if you want, and report it. It is a dangerous situation. Then, stay on it until it is cleaned up. It always takes a while, so be vigilant. We've had that same problem with a couple of slum lords by us. If the renters don't clean up their mess, the landlord will eventually get fined. However, usually, a letter from the health dept. gets it cleaned up. Then, don't wait if it starts piling up again, make another complaint.

You need to call the cops to cite her for all the trash. They will make her clean it up or she will have to pay a fine. If that doesn't work, call child services. No child should have to live in filth even if they have a loving mother. Or go and offer to help her with the clean up. She may be overwhelmed by it. She may appreciate the "good neighbor" approach.

If you can just see, our neighbors are always doing the same thing. That's why my mom sweeps the trash. I cannot help my mom cleaning because I am studying. I think we should talk to our bad and dirty neighbors. If they don't stop, we should report them...secretly...like a super detective!

That is awful! I would call the City Hall and ask them to send her a citation to warn her to clean it up. They will give her a warning and ample time to get it cleaned up and hauled off. If she doesn't, they will fine her till it is done.
OR...
If you belong to a church group or know a youth group (church or civic or club) looking for a project, possibly they could help her out if she is a single parent or in need of the help for any reason.

I agree with the fencing, but until then you will have trash in your yard. I suggest picking it up and dumping in the most inconvenient place for your neighbors, say their front door....Or garage/carport, you get the idea.

yes definatly your local council will fix it up that is their job...
Sounds like she might have health or mental health problems possibly depression.
I doubt they would take kids away they may just send a letter or a council worker to tell her to clean it up by a certain date in a few months at least back to looking a bit normal or they can even order it to be done if it goes on long enough...........
It sounds fair enough for you to complain once it gets to that point....
Houses like that can also devalue property in immediate local area.

Yes if it were me I would have to call someone probably the department of health services about it & they would probably send someone out & order her to get it cleaned up.
I wouldn't be able to look at that every single day. If it looks like that in the back it probably looks the same in the inside, think of the kids they shouldn't be living in that.

If all of what you say is even remotely true, it is obvious that she is "A Few Sandwiches Short of a Picnic Basket". So if I were you you I would call The Health Dept. Good Luck.

You can ask then to clean it , which sounds like a joke. Call the city. Or take a picture of it & enter it on Jeff foxworthy show as one of the redneck houses.
