Mix a rinse of one part white vinegar to 3 parts water. If you are a brunette you can use apple cider vinegar instead. :)
Then wash and condition as usual.
Once I used red wine vinegar but the smell lingered for a bit after I washed my hair.

I will tell you what I do to combat buildup - first of all I switched shower heads and got something that will switch from regular to a much more powerful stream of water. I use that when I wash my hair so I make sure to get all the shampoo and conditioner out.
Also, I looked online for natural hair rinses and since I sometimes I have problems with oily hair/dandruff I now rinse with a filtered water and apple cider vinegar mix. It also make my hair super shiny which I like. I do this twice a week sometimes just once. (it's just a cup of water and a cup of acv.) I tend to get a pretty itchy scalp/dandruff when the seasons start to change (no idea why, lol) and when that happens I put acv in a spray bottle, spray it on my scalp and leave in on for about half an hour.
You will have to find what works for you and your hair type though.

I was told that salon professionals use baking soda. Mix several teaspoons with 1/2 cup of water, or to suit or personal need.(in between a thick paste and watery). Work it into your hair good and then rinse good. Works great for me. Hope this helps you. Good luck.

im not sure how you can make one but it will prolly cost the same to go to a salon and buy a "clarifying" shampoo it prolly costs any where between $6. and up but you dont have to use it eveyday just once a week if that but those really work well (stylist of 7 yrs)
