If the place made me feel uncomfortable, then yes I would have turned it down. I wouldn't go back to a place that I felt was dirty and, well uncomfortable, everyday. One should be as happy as possible where one works.

It depends on the type of business. Some places will be dirty just because of the work that's done there, like a garage or factory. If it's a retail business or office, it shouldn't be dirty. If it's a restaurant, cleanliness is a health issue. If you are required to look nice for the job, then the place of business should be kept clean.

It depends on the type of job and what type of business it was. If it was some sort of food service or bar/club enviroment, I wouldn't work there if it was dirty. I really would need more information about this to decide.

Dirty as in cluttered and disorganized, or dirty as in unsanitary conditions in a place that should be sanitary?
