They should have called you to tell you they're going to be late like 15 minutes before the time.
If they aren't their when they say, I would wait 5 minutes to call.

Oh good question. It bugs the heck out of me when people are later than 5 or 6 minutes. I usually don't call. However, as bad as this may sound, I would leave after 30 minutes.
If you have a cell phone and the people/person you are meeting also has a cell phone, I would think the late ones should be the one to call.
But to answer your question, I would say 15 minutes is long enough to wait.

Well, some people are saying 5 minutes, some say 30. 30+5=35, 35/2=17.5
So, you should wait 17 minutes and 30 seconds.

It does depend on the situation. If it's something you need to meet IMMEDIATELY for, then as soon as the appointed time comes and they aren't there then call.
If it's just a casual dinner or something such as that, wait 15-20 minutes to call.
