Some people are tone deaf, others are born with speech impediments, and some people never think to exercise their voice because singing isn't of interest to them.

This is a complicated question. There is so much involved in being a good singer. First a singer must be born with a fairly good voice, then they must learn correct techniques and understand how to use that voice.
Tone quality, musicianship, intelligence, acting abilities... the list goes on

Singing is so very subjective. There are many singers that I don't care for, but my musician friends think they are great. This is what makes music so great, though. Uniqueness! We don't have much of that going on right now.

I think it involves being born with some ability to hear notes and stay on tune. confidence is an issue too.

it all comes down to natural talent,,,plus environment,,,if you grow up in a musical family,,odds are you will be musical,,,same as if you grow up in a body-bulding family,,,you have a good chance of being athletic,,and if you grow up with parents who dislike music,,,odds are you will too...plus confidence makes all the difference in all the world....
