My folks discourage me from bringing along with me my fave black leather shoulder bag together with my regular handcarry trolley bag. The reason I love lugging it along my most important jaunts is because it can fit important documents the size of 14 x 8 cm legal paper and lots of stuff. However, this is the first time I'm bringing it on an international flight and I don't need the extra hustle if I'd be charged extra extra.

You need to check with your airline. Generally one carry-on is allowed, but some airlines allow two. If the flight is full, they may make you check one at the gate. The bag sounds like it might be too large, also. I would call the airline and check with them.

You can take 1 carry on and 1 personal item. The personal item is usually a laptop or small purse. You cannot take on 2 carryon size pieces of luggage they will make you check one in.

You probably won't be charged, however they may make you check-in one of them. You are only allowed one carry-on, so it will be a wait and see thing.
