Your class standing depends on what order you pick in, so the best student gets the most choices. If you go up to choose orders and the only choices are Norfolk, Norfolk and Norfolk guess where you are going...
There is no "definitely" when it comes to picking orders, as I have seen orders taken from one recruit and given to another because of the recruit's gender or the actions of the first recruit.
Overseas billets are definitely out there, and are usually hard-fill billets, so your chances of getting overseas billets are very good. Hopefully whoever is ahead of you doesn't want to go overseas as badly as you do...

In my experience, it depends upon what community you are in. My husband always contacts his detailer about a year before we're scheduled to PCS and puts in his top 3 choices. So far, we've gotten choice #2, choice #1, and choice #1... but there are only about 1200 in his community, so it's much more personalized than some of the others.
We've heard quite often that when making assignments, three areas are considered: 1) What's best for the Navy, 2) What's best for your career, and 3) What's best for your family.

Wow. Talk about the joke of the day. Sounds like a rush job
to me, and recruiters are pressured to meet their "quota's"
and they don't work for the department who issues the orders
after boot camp. When you sign the form.You are government
property and follow their orders. Yes, the government
decides that but not from his office. And "emphatically" in the
dictionary means, done with emphasis; forceful; striking. so
your choice will be a big step in your carrier's future.

well, yes and no. you DO need to start looking for your next assignment 6-9 months out, because it takes time to cut orders and whatnot.
But again, what if you have your heart set on going to Japan, but when it comes time for you to pick orders, there is nothing available for your rating?
You DO have some measure of control over where you go, so long as you are proactive and keep in contact with your Detailer.
We wanted in the WORST way to go to Hawai'i, but alas, it was not to be and we ended up at Ft Meade. "blech"

Just pick the 3 most places you want to go on your Dream Sheet so you won't get disappointed if you get sent somewhere you never expected.
If you are picking a Country with more than one base, be specifically about the name of the Base, even if you choose the same country. It worked for us.

Well honey, I've never heard of you actually getting to choose. I mean you can tell them that you would PREFER to go to a certain place but ultimately, you'll have to go where they need you to go. My son is in the Navy and even though he is new, no one has asked him where he wants to go. But I will say on a positive note that the Navy is a great place to start a future, it's hard work, but well worth the effort. Nope! Government convenience will always take priority.
You can select up to a certain number of places you would LIKE to go. (Air Force was 10 I believe) and they would TRY to get you to one of them. But they didn't Have to assign you to any of them. I even know of a person who enlisted to be a dental hygienest, and at the end of basics, they told her she was going to be in communications. Once they have you... they can do just about anything with you.. A military member can't sue the Government for breach of contract.

You get to make a list of the top three places you'd like to go, but there is absolutely no guarentee you'll get to go to any of them. When my husband did that the joke was that the Navy never even looked at those lists as none of them got any of their choices.
