No there is no cheating or fraud if any person refuse to marry on any reason/ground other then demanding dowry or non fulfillment of dowry demand, there the issue & provisions of law are different. The provision of cheating come in play if there is either delivery of any property by some person or doing of some act that will damage or harm the body, mind, reputation or the property of that person. In this case lady refused to marry what property were delivered by the man on her promise to marry him on first instance. Secondly what act this man did after her promise to marry him that brought any damage to his body, mind, reputation or property. This man neither lost any property nor caused any harm to him on her promise then how a case of cheating brought against her?

For many a reason marriage proposals are rejected by partners. Here it is a case of late realisation to respect relatives words and be in their fold.
Better late than never. No legality comes in this case.
If cheating charges can be filed by the male partner on the girl, a similar case may also be filed by parents against the girl,of course both will not stand before the court of law.

Be glad that this girl revealed her true colours to you now, at this early stage. She did you a favour by getting out of the marriage now. Imagine what misery she would have caused you later ? If this is her true attitude, is she worth spending the rest of your life with ?
Adopt a mature attitude and get over your "grief". Time heals all wounds, especially those of an emotional nature. There are plenty of fish in the ocean and one day you will meet your ideal mate.

Not punishable. No fraud / cheating. Marriage only after full agreement. She is right in refusing. Marraige should be in equals.
