This is an incomplete and very bad translation of the Ayat referenced. It also completely misses the point of it.

The complete and correct translation is:

a'udu billahi min ashayatani rajeem
bismillahir rahmanir raheem

14:4
014.004 We sent not a messenger except (to teach) in the language of his (own) people, in order to make (things) clear to them. Now Allah leaves straying those whom He pleases and guides whom He pleases: and He is Exalted in power, full of Wisdom.

sadiq'allah hu'l azim

The point is that at the time of the revelation Allah (swt) had already sent messengers to all the world's people in their own language explaining His (swt) message to them in their own language. After the revelation of the Quran, there would be no more such messages delivered. Those who were still astray even in the face of having recieved the messge will be left astray and those who listened will be guided. It has nothing to do with lying, in fact it does have to do with your own free will to follow the message or not once it has been delivered to you.

He will direct desires towards (the path of) guidance while people will have turned guidance towards desires, and he will turn their views to the direction of the Qur'an while the people will have turned the Qur'an to their views.

[17:16] He who follows the right way follows it only for the good of his own soul; and he who goes astray, goes astray only to his own loss. And no bearer of burden shall bear the burden of another. And We shall never punish until We have sent a Messenger.

God does not misguide and free will does not come from above, so how could it be sustained since it is not His will? It can't be, so it falls away.
