Probably the SR-71 Blackbird, a YF jet aircraft, USA owned, top speed in the Mach 4-5 range? ( true top speed unknown to public ). I don't know of any other country with as fast an aircraft as this one.

Officially, the worlds fastest airplane is the Boeing X-43A, an unmanned experimental aircraft used in hypersonic flight testing. The X-43 was created by the United States and reached a top speed of Mach 9.8 (7,546 mph) on November 16, 2004.

The Fastest plane in the world is the X-43 owned by US...it is unmanned...travels at Mach Speed: Mach 9.6 (~7,000 mph).
The fasted manned plane in the world is the X-15 its Speed: 4,104 mph (Mach 6.06).

NASA's X-43A scramjet with a new world speed record for a jet-powered aircraft - Mach 9.6, or nearly 7,000 mph. The X-43A set the new mark and broke its own world record on its third and final flight on Nov. 16, 2004.

You need to be more precise with your question! Do you mean the fastest prop plane or the fastest jet aircraft ever built? The fastest aircraft ever built would be the shuttle when it reenters the Earths atmosphere! If you mean the fastest prop driven airplane then that would be a fighter in a power dive which may have broken the sound barrier in WW II! I believe record wise the fastest would be the X-15 or the Aurora aircraft! Mere orbital speed is 18,000 miles per hour! Anything less and they reenter the atmosphere! Which means this aircraft has exceeded the X-43 considerably!

SR-71 Blackbird holds the world speed record after 30 some years of flying...built by Lockheed in the 60's for surveillance. Originally, they used a couple of Buick Wildcat 430 motors to start it. One astounding aircraft.
