Is it? I don't understand the concept of "fashionably late" or whathaveyou. I think its rude to be late to any event you have agreed to attend at a certain time.

I think everyone might be misunderstanding your question. Do you mean, "Is it acceptable to show up to a four-hour dinner party late?"
If so, I'd say coming in no more than a half-hour late is alright, provided you have a good excuse. But coming in 4 hours late is unheard of, unless you intend to dine alone at the same place.

Depends why they was late ? If it was through a accident or they have a really good reason I think I would be more tolerant to them being late . However if it was a feeble reason I would be annoyed .
I hate being late myself but have some family members and friends who are late for everything . Not by half an hour but by hours and hours and then fail to even say sorry i am late. At times I do kick off and say that it's very rude and selfish as I have been waiting for them . They tend to react as though why would 3/4 hours being late really of bothered me . Ummm bizarre.

it is never acceptable, it shows bad breeding, it is rude and shows the people waiting that you have no regard for them. some people are just lazy and think it is OK, it's not, i am very rarely late for anything and if i am running late i will ring and let them know when i am arriving, if someone was 4 hours late for a dinner party i certainly would not wait for them, also it would be the last time i invited them anywhere.

Unless your excuse has something to do with a life being in danger, exp. giving CPR for the last four hours it is never acceptable. I always try to get where I am going 10 minutes early.
If you are going to be more than thirty minutes late, call and tell your host that you were held up, and cancel.

As far as I know, it is only in the Philippines where people customarily show up for a party hours late (they think if you show up on time, then it implies that you are too eager, I've been told by several Filipinos).
In other parts of the world, I believe that you are expected to show up on time.

It's not. Four hours late is just downright disrespectful to the hosts. Even if the latecomer called ahead explaining why they were going to be late, I'd be more than a bit miffed.

its not acceptable to be late for no more then a half an hour. my girlfriend and I was talking about that just the other day, she said that I show up on time to much and I need to be 5 to 10 mins late every once in a while, up to a half an hour, I still show up on time.
