Ideas like that get advanced once in a while. There's a couple problems:
The poor tend to see having kids as a means to survival. Lots of kids means lots of helping hands, especially when you get old, and hey some of them might get rich on you.
The poor will not vote for your plan, or think much of you.
The rich see the poor as cheap labor. The more of them, the better. The more impoverished and desperate they are, the better. Ideally everybody would be dirt poor except the business owners, and fighting amongst themselves over whatever wages the business owners care to offer, no matter how low.
The rich will not vote for your plan, and will join the poor in calling you a Nazi.
Other than that, hey, great plan.

the problem is the liberals wont be able to tax the process and pay for the polls to see if the public really "wants" it. as evidenced in the clinton administration, without polling and commissions, theyd be lost.
