Hi. I have this question about copyright issue. What is the name of the association of internet police that catchs illegal downloaders?

And what are the purpose of companies like ASCAP, BMI, RIAA and MPAA?

ASCAP, BMI and SESAC are performance rights organizations, and collect fees for music composers. Primarily these performance fees come from Radio and TV broadcast, some from internet play and Public performance venues like stadiums, music on hold, business background music, theaters and such. They do not represent music composers in non-performance rights issues. Many composers use Harry Fox Agency to license mechanical, sync and other rights.

MPAA provides the ratings for motion pictures (PG, R, etc) and deal with unauthorized (pirate) film distribution, both tape copies and internet play.

RIAA represent audio recording companies such as Sony, EMI, BMG. Audio recordings produced in the USA have special rights (that is the circle P emblem) regarding both use and copying. Broadcasters have an exemption from RIAA control, but Webcasters have to follow playlist restrictions and pay royalties to RIAA for use of music recordings. RIAA is best known as the organization that goes after children and little old ladies for downloading music.

the internet does not have a police, nor is their a copyright police. rights holders have to defend thier properties themselves. certain laws removing the shields of privacy protections have helped them in tracking illegal distribution and downloading.
