Assuming your NIC card works, it sounds like the cable between your PC and your router is defective OR not connected properly. Your Cable / DSL modem connects to the WAN port on the router. Your PC connects to any of the LAN ports.

Switch the cables and try to go to http://192.168.0.1, if you connect, replace the cable now connected to the WAN port.

If not, the router may be defective.

Ensure that your lan settings are off
Internet explorer > tools > internet options > lan settings ensure all are unchecked
reboot
try again
if not try firefox
use a cable for setup not wireless
if in doubt reset the router ( switch on back that you hold in with a pin)
try a program network magic
diagnose with a program called netstumbler
It is not out ot the possibilties that you have a neighhbour with a similar route beaming out a signal with the same ssid and default channel ( 6) interferrring with you
