Do I need a USB Keyboard (which has Enter key) to execute OS(windows xp) at Safe Mode by pushing the Entre key at F8 black screen mode?

Make sure the scroll lock and /or number lock button is not stuck or lock. Press them again and see what happens. If you like, gently pry open one of those keys that is given you problems with a small flat screwdriver. May be the small button underneath the key cover is actually stuck, in which case just pull it gently straight back up, being careful with that loaded spring attached to that small button of the key. Turn your notebook off, hold your notebook upside down for several secs. Then see what happens when you load back into the desktop of WIN, or MAC. if you have WIN XP, see if you can go into safe mode and whether the same problems are there. You do that by restarting your notebook, after the notebook's first beep, and before you see your notebook's company's LOGO on screen ,hold down or press repeatedly several times on the F8 button. A menu with a black background pops up and select the 1st line that says "SAFE MODE". Also, try SYSTEM RESTORE to go back to the last time when everything was working. Press START-->ALL PROGRAMS-->ACCESSORIES-->SYSTEM TOOLS-->SYSTEM RESTORE. If nothing works, you may have to buy an external USB keyboard which should be pretty inexpensive. Oh, I almost forgot, simply unplugging the notebook and let it sit and cool down for 1/2 hr or so might help. When the pc or notebook gets very hot, I'v seens some weird things happened, including the keyboards not working properly.

To help troubleshoot and break the problem in half, borrow a different keyboard, but one using the same plug as yours now.
If the new keyboard works, and your's doesn't, the prob is your old kb,
If they both don't work, try a different port, like USB if you were using ps2. If it works, just switch over to that.
If that still doesn't work, the pc has a faulty keyboard processing unit and will likely need the motherboard replaced.

When a bank of keys fail it's usually due to a fault in the membrane. It may be as simple as a bad connection to the keyboard controller or dirt/liquid ingress. You can take your keyboard apart but for the sake of $15/£10 for a new keyboard it's not worth the effort, especially if you can't fix it.

Better replace the keyboard. You can find standard-sized keyboards for less than $10 these days.
