ase tech should know how to fix it. Adjustment is a good place to start. It's idling too fast. May be a minor adjustment. Look for an older, experienced mechanic that won't overcharge you.

If you have a throttle body carburetor it may have a crack in the gasket between the carburetor and intake manifold.

Check the throttle return spring. It could be worn and need replaced.

could be anything from a vacuum line that has cracked to a TPS to the throttle adjustment screw.

It sound like your "idle" may be set too high. ask local mechanic to check it for you, if you or a friend cannot do it.
