How can something be Zoned (PUD) planned unit development: for subdivisions and condominiums, but not be buildable? The individual said that, "The city has NOT written a development plan for this area. They currently have no plan to write a development plan." What the hell would someone want to buy land for if you can't use it for anything?

Many cities these days are doing 'plans for future growth'. They may have designated an area for FUTURE building, but are not yet ready to see such area developed. Those who buy such lands are 'investing for future development'.

It's called rezoning. You achieve this by stuffing the wallets of the politicians in your area.
