It means they're content. They walk sometimes with their tails down meaing theyre mad.

The same reason if we were stripped of our clothes are butts would be showing too. Get your cat a jump suit if its that offensive.

They do that when they're happy.
Otherwise the tail is down.
On the other hand, some dogs do that ALL THE TIME, it's just the way they are...
and other dogs are like cats....they do it when they're happy.
I'd like to be able to do that when I'm happy...lol...

because that's the way they were made. If u have a problem with that or are offended with them doing that maybe you could design something for them so it doesn't happen
