these are they which speak so foolishly in rambles that they themselves dont know what they just said, thus,it causes them to wonder if YOU understand and can perhaps explain it to them.

Just to buy time before deciding what to say next!

To go on talking without a gap / break!

It is an attmpt to hide that they do not know what to say next

Some use, 'I mean'; some, 'You know'; Some, "My point is' / what I'm trying to make clear to you is..." so on & so forth.

Such a one is popularly known as 'SPACE-FILLER' / 'Time Filler'!

Girls are fond of using the time fillers to make a show that they are fluent fast-talkers! After every word or phrase they use unnecessary meaningless words such as 'Like'!

These Time fillers' make the speech a continuous one. Wihout them, there will be a gap in their talking! The Time-fillers help them to avoid the gaps by repeating a meaningless / purposeless sentences / phrases..

They were not taught proper English. Some people develop it as a "tick" just like someone who twitches - and they do it without realizing it. Just like people who say, "like" before they start a sentence - "like, I went to the beach yesterday, and like, I totally got sunburned." It is very annoying to listen to!

They're in a rut but also trying to get some feedback on what they have said - hoping the listener will say "yeah" or nod their head in agreement so they can go on blabbering.

The person is actually saying "I'm right, aren't I?" or they are telling you "I know I'm right."

The problem is that people who say that usually don't know much about anything.
