MBA is a management degree more than a business degree. The undergraduate business degree is more of a research oriented degree than a management degree. In addition, the history of the MBA is that it was for people managing large companies; who came from different walks in life.

I'm not exactly sure why you are asking, or if this is the question you really want answered.
MBA programs vary and some really expect a lot of formal prep which would require an undergrad business degree or at least a big chunk of one. However, many are aimed at anyone who wants a strong business education, and often are designed to appeal to those who haven't got a lot of that preparation. People with a lot of different backgrounds can make an MBA program much more useful, really, that diversity of experience helps everyone learn.
Many MBA applicants have years of work experience and have only recently come to management or business as a career. They were working a company or started a busines of their own, and realized the value of formal training.
So they want education, why go back and do 3-4 years to get an undergrad degree when they can learn at a higher level and get a degree in a typical 2 year program?
Graduate education is much less focused on memorization and more on exploration, application of knowledge, and self-directed research. This is usually more appealing to people with that kind of experience.
