Three main options that I have used:
1) Email a company and tell them how much you enjoy their product. Sometimes, like Pepsi for example, they will send you free stuff for that.
2) Keep your eye out for banners to click on that advertise free samples. Some of them you don't have to answer questions for. Also keep your ears open during commercials. I have gotten contacts, makeup, and cleaning supplies from commercials that say "For a free sample visit www.whateversite.......:
3) Here's a neat tip: To get your hair cut and/or dyed for free at a salon, here's what you do. Be a hair model for them. Just open up to the Yellow Pages, call around to several salons, and ask if they need any hair models anytime soon. This is especially effective if you have long hair and are open to changing your cut or colour often. Ask to be put on their hair model list. I have gotten free hair colourings this way, and they are really good about going with what colour or style YOU like, not just using you as a guinea pig.

Wal-mart always has a few samples on their site. You usually just have to give your name and address and answer 1 or 2 questions. They don't have a lot of samples, but they seem to add new ones every week or 2 and they ship fairly quickly - I usually get the samples in about 2 weeks.
