i live in north western arizona, and the flyers come out at sunset, and are gone by 10 pm, mountain time. the white is on the underside of their wings.

Could be nighthawks, swifts, or maybe swallows. My bet would be common nighthawk, which has a white patch on the wing edge. See link.

It's the new Minuteman Airforce doing evening reconissance. Actually, it appears to be bats. Birds usually call it a day at sunset and stop singing. If you have a ultrasonic recorder which can provide a trace that can be played back at a lower pitch, you might try to record them.
