False. The two numbers you wrote aren't even equal; one ends with a 1 but the other doesn't.
Scientific notation is N*10^n, where N is a number between 1 (inclusive) and 10 (exclusive), and n is an integer.

0.000042 in scientific notation is 4.2*10^-5.

No. Numbers in scientific notation have the format integer(decimal) integers...[as justified] times power of 10.

You just need to count the number of digits between the decimal place and the 4.

EDIT: Hey, it's still technically correct, they just haven't used the conventional form of 4.21 X 10^-5

i am pretty sure that it is false. it actually is 4.2 x 10^-5 ( four decimal two times ten to the power of negitive five.)
