Yes, cool lava is rock, and if it's heated to high enough temperatures it can become liquid again, in the same way it was created as magma within the Earth. If you're asking if it can be done easily....probably not. It would take astronomical temperatures like those found in the Earth's mantle to manage that.

In theory, you can remelt it. However, the cooling process probably causes some chemical changes, so that what you get back as molten cooled lava is not exactly the same as molten lava
